Vados claims to be a bit stronger than her younger brother, but Whis disagrees. In her defense, she has the strength to knock Champa out with a single chop to the neck and can destroy whole planets with a simple movement of her staff. She can even transport 6 of the Super Dragon Balls across space, which isnt an easy feat, considering that they are all roughly the size of planets.
